REINTEGRATING YOUTHFUL OFFENDERS (RYO)
CORRECTIONAL FACILITY
Program Overview
In December 2002, Community, Counseling, and Correctional Services, Inc. (CCCS) began providing
service in this secure juvenile correctional detention
facility.
Located at Galen, Montana, this 60-bed capacity facility offers a unique
program that meets the needs of a youthful offender population.
The $9.5 million facility was designed, financed, constructed and is
owned by CCCS. The RYO program has been
American
Correctional Association (ACA) accredited since January 2004.
In March 2006, RYO received a six-year accreditation from Northwest
Association of Schools and Universities for its educational program.
RYO contracts with the Federal Bureau of Prisons, U.S. Marshal’s Service, and several counties in Montana as well as
Native American Reservations in Montana.

Program Mission
To provide opportunities for at-risk youth to develop skills,
attitudes, and knowledge for moving into the next phase of their
lives and at the same time, make our communities safer, healthier
and more prosperous.
Program Goals and Objectives
Ensure the safety and security of the youthful offenders, staff, and
public.

To provide a physically secure and staff intensive facility.

To provide a facility that meets applicable safety and security mandates
of the federal government, contracting agencies, the American
Correctional Association, and appropriate regulatory agencies.

To ensure that appropriate, legally sound, and correctional-based
policies and procedures are in place at the facility to further the
goals of the facility.
Ensure a quality, well-trained, professional, and appropriately equipped
staff.

To implement a recruitment, hiring, and training program that is culturally-sensitive
and inclusive.

To maximize pre-, post-,
and on-going training opportunities for staff both at the facility and
utilizing appropriate resources.

To provide staff with the
resources, equipment, and support necessary to fulfill their obligations
and responsibilities.

To provide opportunities
for staff to develop as a team and family.
Ensure quality, research-based, and correctional sound services and
programs for youthful offenders at the facility so as to assist them in
addressing their specific needs and preparing them for return to the
community.

To provide a full-array of
research based programming at the facility that covers minimally the
following areas: anger management, cognitive restructuring, addictions
education and treatment, sex offender counseling, education, pre-release
planning, case management, and vocational training.

To provide the range and
number of paraprofessional and professional staff necessary to provide
the services at the facility.

To develop partnerships and collaborations with community, civic, and government groups to
augment services provided at the facility.

To provide a year-round educational program that meets applicable standards.

To provide an assessment and screening system to assist program staff and youthful offenders with
identifying specific needs and tailoring case management plans to
address those needs.

To provide youthful offenders with the tools, resources, and contacts necessary to
transition back to their local communities.
Ensure public safety through communication, collaboration, and
partnership.

To provide opportunities for the public to tour the RYO Correctional
Facility.

To respond in a timely manner to public, governmental agency, and media requests for
information and data.
Program Administration and Staff
A dedicated team of staff distinguished by both education and experience provide services at RYO. CCCS
has carefully selected a diverse, professional staff to ensure that youthful offenders
receive the most effective milieu of correctional programming and chemical
dependency treatment services.
